Mark and Annette Zweibohmer and Lowell and Lisa Hageman were present for discussion on Highway 52 project.
Holly Fish, Amanda Uhlenhake, Regan Becker, Clark Goltz, Terry Linderbaum, Dave Moellers, Mary Sender, Chase Franzen, Bill Green,Art Uhlenhake, Tom Bushman and Pam Buddenberg attended the discussion regarding splash pads.
Following the Pledge of Allegiance to the Flag, Mayor Beckman called the meeting to order at 5:00 p.m.
Mayor Beckman announced the public hearing for the proposal to amend the FY22 budget was open for any questions or comments. There were no written comments or objections submitted, nor were there any comments or objections from those present. Mayor Beckman closed the public hearing.

Dave Moellers is putting a second water meter in at Ossian Lumber Co. and was concerned with utility billing.
Chase Franzen addressed the council about adding a parking area in his boulevard which is currently grass. Lienau made a motion to allow Franzen to put rock in the marked–out location as long as it does not move or wash away. Franzen will be responsible for upkeep and will need to remove the rock and change the area to grass or concrete if the rock washes; second by Goltz, carried.
Casey Sebastian talked with the council and members of the splash pad committee and crown club regarding how adding a splash pad would impact the city’s current water and sewer infrastructure.
Council reviewed the submitted police report for March.
Lienau made a motion approving the following consent items: March 7, 2022 council minutes, clerk’s reports, and the monthly bills; seconded by Knutson, carried.
Lienau made a motion approving Resolution #668, a resolution to vacate First Avenue; second by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson. Nays: None.
Whereupon the Mayor declared said motion carried and the resolution adopted.
Lienau made a motion approving Resolution #669, a resolution approving the sale of the newly vacated First Avenue to Ivan and Karen Franzen; second by Langreck.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson. Nays: None.
Whereupon the Mayor declared said motion carried and the resolution adopted.
Lienau made a motion approving Resolution #670, a resolution approving the amendment of the FY22 budget; second by Knutson.

Lienau made a motion approving the tax abatement for Linda Mundt and Bryan Beckman; second by Holthaus, carried
Langreck made a motion approving Resolution #671, a resolution adding a streetlight on Jessie Street; second by Holthaus.

Lienau made a motion approving Resolution #672, a resolution regarding American Rescue Plan funding and reporting; seconded by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:

Knutson made a motion approving Resolution #673, a resolution setting the date for sale of General Obligation Corporate Purpose Bonds, Series 2022 to be April 18, 2022 at 5:00pm and authorizing the use of a preliminary official statement in connection therewith; seconded by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson. Nays: None.
Whereupon the Mayor declared said motion carried and the resolution adopted.
Lienau made a motion to allow the purchase of tools up to $500 for the public works department; seconded by Langreck, carried.
Council discussed nuisance properties in town.
Lienau made a motion to approve building permits for Hugh Wegner, Bryan Beckman and Mark Brincks; second by Goltz, carried.
The Farmer’s Union Coop driveway/land was discussed.
After discussion, Lienau made a motion approving the splash pad committee to move to the next steps in pursuing a splash pad in town with the committee raising the entire upfront costs of engineering, equipment, and installation along with placing a waterline to combine the two wells; second by Holthaus with Goltz, Knutson and Langreck voting nay. Motion failed.
Discussion continued on the splash pad with Langreck making a motion to revisit the option of a splash pad in town by allowing the committee to provide a more in–depth plan with sizing, location, fixtures along with electrical and water requirements so that the council can more accurately predict water usage and the impact on the city’s infrastructure; second by Goltz, carried.
Holthaus made a motion to purchase a variable speed soft starter for the pumphouse; second by Goltz, carried.
Council had a general discussion regarding ICAP grant, water and sewer rates and yard waste site.
Goltz made a motion to adjourn, seconded by Langreck; carried. Meeting adjourned at 7:35pm.
