Following the Pledge of Allegiance to the Flag, Mayor Beckman called the meeting to order at 5:00 p.m.

Mayor Beckman announced the public hearing for the FY2020/2021 budget amendment was open for any questions or comments.

There were no written comments or objections submitted, nor were there any comments or objections from those present. Mayor Beckman closed the public hearing

Rachelle Howe with Upper Explorerland Regional Planning Commission discussed their current programs specifically Community Development Block Grants.

Joanne Schroeder spoke about a checking for voids left after a sewer repair on Main Street in the 2000’s when Highway 52 is completed next summer.

Mike Meyer expressed concerns on the condition of Klisart Street alley.

The Mayor and Council reviewed the submitted March police report.

Mayor Beckman’s report included: meetings attended, dump truck, and watermain break by Farmer’s Union Cooperative.

Langreck made a motion approving the following consent items: March 1, 2021 and March 15, 2021 council minutes, clerk’s reports and the monthly bills, seconded by Knutson, carried.

Lienau made a motion approving Resolution #647, a resolution amending the current budget for the fiscal year ending June 30, 2021; second by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:

Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson.

Nays: None.

Whereupon the Mayor declared said motion carried and the resolution adopted.

Langreck made a motion introducing Ordinance #84, an ordinance amending the provisions pertaining to open burning restrictions for its third reading; seconded by Holthaus.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:

Ayes: Knutson, Lienau, Langreck, Goltz, Holthaus.

Nays: None.

Whereupon the Mayor declared said motion carried with Ordinance 84 becoming effective upon publication.

Holthaus made a motion approving Resolution #648, a resolution approving wages for FY21/22; second by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:

Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson.

Nays: None.

Whereupon the Mayor declared said motion carried and the resolution adopted.

Holthaus made a motion approving Resolution #649, a resolution approving FY2021/2022 wages for city employees; second by Langreck.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:

Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson.

Nays: None.

Whereupon the Mayor declared said motion carried and the resolution adopted.

Lienau made a motion approving Resolution #650, a resolution amending the Compensatory Time section in the Employee Handbook; second by Holthaus.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson.
Nays: None.

Whereupon the Mayor declared said motion carried and the resolution adopted.

Holthaus made a motion approving Resolution #651, a resolution adding a section regarding Secondary Employment into the Employee Handbook; second by Knutson.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:

Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson.

Nays: None.

Whereupon the Mayor declared said motion carried and the resolution adopted.

Goltz made a motion approving Resolution #652, a resolution regarding streetlights by the recycling bins and Klisart Street alley; second by Langreck.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:

Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson.

Nays: None.

Whereupon the Mayor declared said motion carried and the resolution adopted.

Lienau made a motion approving Resolution #653, a resolution combining PO Boxes utilized by the City; second by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:

Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson.

Nays: None.

Whereupon the Mayor declared said motion carried and the resolution adopted.

Lienau made a motion approving a bid for Northeast Iowa Fabrication to paint and install a fake jail door on the back door at the Old City Hall building, second by Goltz, carried.

Holthaus made a motion to approve the purchase of a dump truck from Don’s Sales and Service for $28,000 with a down payment of $5,000 and the remaining balance paid after July 1, 2021, second by Knutson, carried.

Lienau made a motion to approve the bid from Meyer Concrete for work on Mary Street with upgraded intake grates; second by Holthaus, carried.

Langreck made a motion to approve a building permit for Josh and Samantha Uhlenhake; second by Holthaus, carried.

Council had a general discussion regarding the yard waste site, Pavilion use, newsletter, “tee” break payment options, nuisance properties, fall clean-up and swim bus.

City council meetings will return to the council room in May.

Goltz made a motion to adjourn, seconded by Knutson, carried. Meeting adjourned at 7:14 pm.
