May 17, 2017 – Special Meeting

Present: Holthaus, Meyer, Langreck, Beckman, Lienau.
Absent: None.
Also present at the meeting were Don Dilaura, Judy Ehler, George and Mary Rhinehart.

Following the Pledge of Allegiance to the Flag, Mayor Green called the meeting to order at 6:30 pm.

The owner of the property located at 109 Old Sewer Road was asked to meet with the Council and bring documentation proving he was operating a legitimate business selling junk. The owner did not present documentation  to support that he was operating a business. A question of ownership of the street leading to the property was also discussed. The property owner blocked the street to prevent access claiming ownership of a portion of the street.

Documentation was presented to the owner showing the City owned the entire street which he did not believe.

Following discussion, the property owner indicated he would take the City to court and walked out of the meeting. The Council further discussed what steps should be taken next and directed the city clerk to contact the city’s attorney for their advice on how to proceed with nuisance abatement of the junk and to also review the records regarding ownership of the street.

The Council reviewed a quote for additional street repair on Broadway Street. It was the consensus of the Council that the other street repairs budgeted needed to be finished first to determine if there is enough funds available to do more.

Meyer made a motion approving a lease agreement with Decorah Implement to lease a JD gator for use during the Jessie-Brooks-West Street Project, seconded by Beckman, carried.

Beckman made a motion approving the proposal submitted from Advanced Environmental to remove and dispose of the asbestos from the city owned building located at 104 Jessie Street, seconded by Holthaus, carried.

The Council held a general discussion on matters pertaining to the Reilly Interceptor Sewer Project, tree and stump removal and parking on N. Boody Street

The Council meet with approximately forty to fifty residents concerning the Jessie-Brooks-West Street project slated to start on May 22, 2017. Mayor Green explained matters relating to the project including: streets involved with the project will be closed to all through traffic during the entire project; contractors will do their best to allow residents within the project to get to their properties for as long as possible; mail box location, garbage pickup, the City will try to keep everyone informed as to the progress of the project; a gator will be available to help get residents to their property when walking or driving is not an option; how the street assessment will work; the detour to get around the project. The meeting ended with a general discussion with lots of questions and answers being addressed.

Holthaus made a motion to adjourn, seconded by Lienau, carried. Meeting adjourned at 7:40 p.m.
