Following the Pledge of Allegiance to the Flag, Mayor Beckman called the meeting to order at 5:00 p.m.
Mayor Beckman announced the public hearing to amend the FY23 budget. There were no written comments or objections submitted, nor were there any comments or objections from those present. Mayor Beckman closed the public hearing.
Jean Zweibahmer had questions regarding follow up from the Highway 52 project, including reseeding areas where there is no grass growing or it is all weeds.
Council reviewed the submitted police report for April
Lienau updated the council on the progress of the Veteran’s Memorial Expansion.
Goltz made a motion approving the following consent items: April 3, 2023 council minutes, clerk’s reports, and the monthly bills; seconded by Langreck, carried.
Lienau made a motion approving Resolution 690, a resolution approving wages for FY24; seconded by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz. Nays: None. Absent: Knutson
Whereupon the Mayor declared said motion carried and the resolution adopted.
Langreck made a motion approving Resolution 691, a resolution amending the budget for FY23; seconded by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz. Nays: None. Absent: Knutson
Whereupon the Mayor declared said motion carried and the resolution adopted.
Lienau made a motion approving Resolution 692, a resolution transferring funds for debt service; seconded by Holthaus.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz. Nays: None. Absent: Knutson
Whereupon the Mayor declared said motion carried and the resolution adopted.
Goltz made a motion approving Resolution 693, a resolution approving the transfer of budget funds from employee benefits and emergency; seconded by Lienau.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz. Nays: None. Absent: Knutson
Whereupon the Mayor declared said motion carried and the resolution adopted.
Lienau made a motion to proceed with treatment of the Emerald Ash Borer on Ash trees as recommended by Aaron Trezona with Tree Doctor Services; second by Holthaus, carried.
Goltz made a motion to clean the outside of the water tower; second by Langreck; carried.
Holthaus made a motion to donate paint and labor for a pickleball court in Ossian; second by Goltz, carried.
Council reviewed information provided by Soo Green and no action was taken at this time.
Lienau made a motion to purchase 4 – 50 gallon trash receptacles from Uline; second by Goltz, carried.
Discussion on trees in the boulevard was tabled.
Lienau made a motion to approve building permits for Scott & Janet Monroe and Robert & Joyce Numedahl; second by Goltz, carried. Holthaus made a motion to approve a building permit for Dale Beckman along with a variance to house up to 15 hens. Motion dies for lack of second. Goltz made a motion approving a building permit for Dale Beckman and allow him to house chickens on his property complying with the city ordinance; second by Holthaus, carried with Goltz, Holthaus and Langreck voting aye, Lienau voting nay and Knutson absent.
Council discussed nuisance properties around Ossian.
Council had a general discussion regarding yard waste site, millings, electronic sign, Highway 52 project, and intakes.
Goltz made a motion to adjourn, seconded by Langreck; carried. Meeting adjourned at 7:07pm.
