Following the Pledge of Allegiance to the Flag, Mayor Beckman called the meeting to order at 5:00 p.m.

Marc Ruden with Origin Designs reached out to the council regarding their services.

Courtney Stille and Cindy Finch addressed the council regarding a fence at 101 Dessel Street.

Jessica Kipp addressed the council regarding a fence at 102 S. West Street.

Council reviewed the submitted police report for September.

Holthaus made a motion approving the following consent items: September 6, 2023 council minutes, clerk’s reports, and the monthly bills; seconded by Langreck, carried.

Langreck made a motion to approve the first reading of Ordinance #95, an ordinance amending semi parking restrictions; seconded by Knutson.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Goltz, Lienau, Knutson, Langreck. Nays: None.
Whereupon the Mayor declared said motion carried.

Langreck made a motion to approve the second reading of Ordinance #96, an ordinance amending the time restrictions pertaining to solicitors/peddlers/transient merchants; seconded by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Goltz, Lienau, Knutson, Langreck. Nays: None.
Whereupon the Mayor declared said motion carried.

Holthaus made a motion approving the Annual Finance Report and Street Finance Report for FY23; second by Goltz, carried.

Goltz made a motion approving Alcohol Beverage permits for Bambino’s and Two Trees Pizza; second by Knutson, carried with Lienau abstaining.

Langreck made a motion reappointing the City Clerk to the Regional Housing Authority board for a three year term; second by Holthaus, carried.

Holthaus made a motion to pay $7243.32 for the Veteran’s Memorial expansion project; second by Goltz carried.

Holthaus made a motion approving bids from Tieskoetter Lawn Care for tree removal and trimming, second by Goltz, carried.

Lienau made a motion approving a fence permit for Courtney Stille pending application; second by Holthaus, carried. Lienau made a motion approving a fence permit for Jessice Kipp pending design; second by Goltz, carried. Knutson made a motion approving a building permit for Kenny and Kris Topel; second by Lienau, carried.

Council tabled the discussion on the employee handbook.

Council had a general discussion regarding wastewater treatment plant, fall clean-up event, Crown Club and Ossian Fest updates, and scrap metal.

Goltz made a motion to adjourn, seconded by Langreck; carried. Meeting adjourned at 6:52pm.
