Absent: None.
Zak Kriener from the Ossian Bee was present during the meeting as well as Don Dilaura, Brian Zweibohmer, John Logsdon, Terry Linderbaum, Pam Buddenberg, and Karl Schroeder.
Mayor Covell called the meeting to order at 5:00 p.m.
Mayor Covell announced the public hearing for the proposed amendment to the Alliant Energy Electric Franchise to add a 2% franchise fee to City of Ossian customer’s electric bills and to adopt a proposed ordinance for Black Hills Energy to add a 2% franchise fee to City of Ossian customer’s natural gas bill. There was a general discussion by those present with no negative comments made nor were there any written comments or objections submitted.
Mayor Covell preceded to announce the public hearing to adopt an ordinance approving the City of Ossian’s Code of Ordinances was open for comments. There were no written comments or objections submitted nor any from those present.
Bushman made a motion to close the public hearing regarding the proposed 2% electric and natural gas franchise fees and the public hearing for the City of Ossian’s Code of Ordinances, seconded by E. Meyer, carried.
Stephanie Fromm, Winneshiek County Development Executive Director, introduced herself and went on to explain what Winneshiek County Development does. She noted their office has taken an active roll in working with the Ossian Crown Club/Visioning group in applying for a REAP grant to help fund the pavilion project at Carey’s Park.
Officer Ward introduced Andrew Hageman, the new police officer hired. Ward noted Hageman will be attending thepolice academy starting later this month. Ward also reported the investigation concerning the case involving a bad check writing campaign in our area is still ongoing and Ossian Fest went well.
Newly appointed Winneshiek County Sheriff, Dan Marx, introduced himself and explained the goals they are working toward to make help make improvements to the department.
Bushman made a motion approving the REAP Grant Application; requesting funds to help finance the pavilion at Carey’s Park, and authorizing it’s submittal to the IDNR, seconded by Holthaus, carried.
Mayor Covell asked the Council if they still approved of having the old flag pole removed from the City Park as part of his son’s Eagle Scout Project. It was the consensus of the Council that the flag pole is obsolete and should be removed.
Holthaus made a motion approving the following consent items July 6, 2015 council minutes, clerk’s reports and the monthly bills, seconded by E. Meyer, carried.
M. Meyer made a motion approving Contract Payment #2-Final for the Hall Street Pumping Station Project in the amount of $6253.08 to F.L. Frapfl, Inc., seconded by Langreck, carried.
Bushman made a motion introducing Ordinance #64, an ordinance adopting the Code of Ordinances of the City of Ossian, Iowa for the first reading, seconded by E. Meyer.
The Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Bushman, E. Meyer, M. Meyer.
Nays: None.
Whereupon the Mayor declared said motion approved.
E. Meyer made a motion requesting the second and third readings for Ordinance #64 be waived and Ordinance #64 be passed and approved, seconded by Bushman.
The Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Bushman, E. Meyer, M. Meyer.
Nays: None.
Whereupon the Mayor declared said motion approved with Ordinance #64 becoming effective upon publication.
Holthaus made a motion introducing Ordinance #65, an ordinance amending the Code of Ordinances of the City of Ossian, Iowa, by modifying provisions of the Ossian electric franchise relating to franchise fees, for the first reading, seconded by Langreck.
The Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Bushman, E. Meyer.
Nays: M. Meyer.
Whereupon the Mayor declared said motion approved.
Bushman made a motion requesting the second and third readings for Ordinance #65 be waived and Ordinance #65 be passed and approved, seconded by E. Meyer.
The Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Bushman, E. Meyer, M. Meyer.
Nays: None.
Whereupon the Mayor declared said motion approved with Ordinance #65 becoming effective upon publication.
M. Meyer made a motion introducing Ordinance #66, an ordinance establishing a franchise fee on Black Hills Energy, the City’s natural gas provider, operating in the City of Ossian, Iowa, seconded by Holthaus.
The Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Bushman, E. Meyer.
Nays: M. Meyer.
Whereupon the Mayor declared said motion approved.
Bushman made a motion requesting the second and third readings for Ordinance #66 be waived and Ordinance #66 be passed and approved, seconded by Langreck.
The Mayor put the question on the motion and the following named Council Members voted:

Whereupon the Mayor declared said motion approved with Ordinance #66 becoming effective upon publication.
M. Meyer made a motion introducing Resolution #559, a resolution approving the FY15 Street Finance Report seconded by E. Meyer.
Whereas the Mayor put the question on the motion and the following named Council members voted:
Ayes: Holthaus, Langreck, Bushman, E. Meyer, M. Meyer.
Nays: None.
Thereupon the Mayor declared said motion approved.
Due to the Labor Day holiday, the September regular council meeting will be held Wednesday September 9, 2015 at 5:00 p.m.
M. Meyer made a motion approving building permits for John Logsdon, Corey Tieskoetter and Kyle Tieskoetter seconded by Holthaus, carried.
The city clerk presented the FY15 Annual Financial Report to the Mayor and Council for review.
It was the consensus of the Mayor and Council that the City move forward with preparing an Urban Revitalization Plan and directed the city clerk to meet with Attorney Zahasky on the matter.
Bushman made a motion to adjourn, seconded by Holthaus, carried. Meeting adjourned at 6:20 p.m.
