Mayor Beckman called the meeting to order at 5:00 p.m., followed by the Pledge of Allegiance to the Flag.

Clark Goltz provided an update on the 175th Celebration.
Lisa Tieskoetter addressed the council regarding a Hydrangea tree she’d like to relocate on her property to her flower bed in the boulvedard. Council gave permission to move the tree.

Lienau made a motion approving the following consent items: July 2, 2025 council minutes, clerk’s reports, monthly bills and alcohol beverage permit for the Ossian Crown Club; second by Knutson carried with Bohr absent.

Langreck made a motion approving Resolution 720, a resolution approving employee wages with a one-time payment to Penny Hertges for cleaning of $100; seconded by Lienau.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Langreck, Holthaus, Knutson, Lienau. Nays: None. Absent: Bohr
Whereupon the Mayor declared said motion carried and the resolution adopted.

Lienau made a motion approving Resolution 721, a resolution approving depositories and check signers; seconded by Holthaus.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Langreck, Holthaus, Knutson, Lienau. Nays: None. Absent: Bohr
Whereupon the Mayor declared said motion carried and the resolution adopted.

Holthaus made a motion approving Resolution 722, a resolution approving the Winneshiek County Hazard Mitigation Plan; seconded by Knutson
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Langreck, Holthaus, Knutson, Lienau. Nays: None. Absent: Bohr
Whereupon the Mayor declared said motion carried and the resolution adopted.

Holthaus made a motion approving Resolution 723, a resolution approving the Winneshiek County Solid Waste Management Plan seconded by Knutson.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Langreck, Holthaus, Knutson, Lienau. Nays: None. Absent: Bohr
Whereupon the Mayor declared said motion carried and the resolution adopted.

Lienau made a motion approving a tax abatement application for Driftless Property Managment, seconded by Langreck carried.

Lienau made a motion to move the September council meeting to Wednesday, September 3, 2025 at 5pm; second by Holthaus.

Council meeting tabled discussion on office staffing.

Council discussed pending legal matters within the city limits. Langreck made a motion to dismiss the case on 109 Old Sewer Road; second by Lienau; carried with Bohr absent.

Council discussed nuisance properties.

The council had a general discussion regarding pavilion internet, accounting software, pickleball courts, transfer switch for generator, Shouse regulations, Old City Hall, and cement pillars.

Council participated in open records training which was put on by Iowa Public Information Board.

Langreck made a motion to adjourn, seconded by Knutson; carried. Meeting adjourned at 7:14p.m.
