Following the Pledge of Allegiance to the Flag, Mayor Beckman called the meeting to order at 5:00 p.m.

Mayor Beckman announced the public hearing for the FY24 budget was open for any questions or comments. There were no written comments or objections submitted, nor were there any comments or objections from those present. Mayor Beckman closed the public hearing.

Troy Anderson, South Winn Recreation Program Director and Lance Peters were present to discuss the financials of the program. Joe Kriener and Karen Huber were present for discussion regarding the mailboxes for the Military Trail Estates. The city will continue to plow the sidewalk and the homeowners in the development will be responsible for directly in front of the boxes per agreement with the post office.

Council reviewed the submitted police report for February.

Holthaus made a motion approving the following consent items: February 6, 2023 council minutes, clerk’s reports, and the monthly bills; seconded by Knutson, carried.

Langreck made a motion approving Resolution 688, a resolution adopting the FY24 budget; seconded by Goltz.

Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Goltz, Knutson.
Nays: None. Absent: Lienau
Whereupon the Mayor declared said motion carried and the resolution adopted.

Knutson made a motion approving Resolution 689, a resolution approving the wages for FY2024; seconded by Holthaus. Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Goltz, Knutson.
Nays: None. Absent: Lienau
Whereupon the Mayor declared said motion carried and the resolution adopted.

Langreck made a motion introducing Ordinance #92, an ordinance amending the water improvement fee; seconded by Knutson.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Goltz, Knutson, Langreck.
Nays: None. Absent: Lienau
Whereupon the Mayor declared said motion carried.

Holthaus made a motion introducing Ordinance #93, an ordinance amending the sewer improvement fee; seconded by Langreck.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Goltz, Knutson, Langreck.
Nays: None. Absent: Lienau
Whereupon the Mayor declared said motion carried.

Holthaus made a motion introducing Ordinance #94, an ordinance removing the UTV portion of the golf cart/UTV ordinance; seconded by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Goltz, Knutson, Langreck.
Nays: None. Absent: Lienau
Whereupon the Mayor declared said motion carried.

Langreck made a motion to waive the second and third readings of Ordinance #94, and Ordinance #94 be passed and approved, second by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Goltz, Knutson, Langreck.
Nays: None. Absent: Lienau
Whereupon the Mayor declared said motion carried with Ordinance #94 becoming effective upon publication.

Holthaus made a motion approving the alcohol beverage permit for Silver Springs Golf & Country Club Class C Liquor/Outdoor Service/Sunday Sales; second by Langreck, carried.

Goltz made a motion awarding the Fall 2023 Broadleaf spraying to Greenlawn; seconded by Knutson, carried.

Holthaus made a motion to change the office hours in June, July and August to be 7am-5pm Monday, Tuesday, Wednesday, Friday with the office closed on Thursday with the option to change back to 5 8-hour days if needed; second by Knutson with Goltz abstaining and Lienau absent, carried.

Council had a general discussion regarding fall clean-up, Castalia Street sweeping, line painting, and website update. Goltz made a motion to adjourn, seconded by Langreck; carried.
