Bud Larson, Myron Ott, Jeff & Pat Schissel and Art Uhlenhake left after addressing the council.
Holly Fish, Amanda Uhlenhake, Regan Becker, Clark Goltz and Pam Buddenberg attended the discussion regarding splash pads.
Following the Pledge of Allegiance to the Flag, Mayor Beckman called the meeting to order at 5:00 p.m.
Mayor Beckman announced the public hearing for the proposal to enter into a general obligation corporate purpose loan agreement was open for any questions or comments. There were no written comments or objections submitted, nor were there any comments or objections from those present. Mayor Beckman closed the public hearing.

Bud Larson addressed the council about erecting a memorial for WWII fighter pilot Lt. Rodney Nicholson Jr. who was from Ossian. Council reviewed the submitted police report for February.
Goltz made a motion approving the following consent items: February 7, 2022 council minutes, clerk’s reports, and the monthly bills; seconded by Lienau, carried.
Lienau made a motion approving Resolution #664, a resolution taking additional action on proposal to enter into a loan agreement and providing for the levy of taxes to pay general obligation corporate purpose bond, series 2022; seconded by Knutson.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson. Nays: None.
Whereupon the Mayor declared said motion carried and the resolution adopted.
Langreck made a motion approving Resolution #665, a resolution approving the budget for FY2023; seconded by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson. Nays: None.
Whereupon the Mayor declared said motion carried and the resolution adopted.
Holthaus made a motion approving Resolution #666, a resolution authorizing early redemption of a general obligation municipal building note; seconded by Goltz.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson. Nays: None.
Whereupon the Mayor declared said motion carried and the resolution adopted.
Lienau made a motion approving Resolution #667, a resolution approving the wages for FY2023; seconded by Holthaus.
Whereupon the Mayor put the question on the motion and the following named Council Members voted:
Ayes: Holthaus, Langreck, Lienau, Goltz, Knutson. Nays: None.
Whereupon the Mayor declared said motion carried and the resolution adopted.
The Farmer’s Union Coop driveway/land was discussed. At this time, the council is waiting for consent from the Coop before it can move forward.
Knutson made a motion setting the public hearing date and time for the purpose of amending the FY2022 budget for April 4, 2022 at 5:00 p.m.; seconded by Goltz, carried.
Lienau made a motion setting the public hearing date and time for the vacation of First Avenue for April 4, 2022 at 5:00 p.m.; seconded by Goltz, carried.
Lienau made a motion to purchase a lawn mower from Green Repair with no trade in; seconded by Holthaus, carried.
Langreck made a motion to add the standard HR Hub package to the Gworks software currently used for payroll; second by Knutson, carried.
Council reviewed information received from the engineer regarding Jessie Street property pins. It will be the homeowner’s responsibility when surveying their property.
Lienau made a motion awarding the Fall 2022 Broadleaf spraying to Tieskoetter Lawn Care; seconded by Goltz, carried.
Council discussed nuisance properties in town.
Lienau made a motion to purchase garland for the 16 new shorter light poles that will be placed on Highway 52; second by Holthaus, carried.
Lienau made a motion to approve a building permit for Schissel on the condition that the containers are painted by 1/1/23 if they will be staying; second by Goltz, carried. Langreck made a motion approving a building permit for Linda Mundt; second by Lienau, carried. Lienau made a motion to approve a building permit for Mason Tieskoetter; second by Goltz, carried. Goltz made a motion to approve a building permit for Dave Knutson, second by Lienau with Knutson abstaining.
Council continued discussion on putting a splash pad in Ossian. Casey Sebastian from Iowa Rural Water will be invited to speak at the next council meeting.
Council had a general discussion regarding fall clean-up, Icap grant, new streetlights, tools for the shop, and abandoned vehicles.
Lienau made a motion to adjourn, seconded by Goltz; carried. Meeting adjourned at 7:08pm.
